Brandy is a girl who works as a bartender in a harbor town, where many sailors go. The song explains that Brandy is secretly in love with one of the sailors that sometimes come into that bar. He fascinated her with his stories and gave her many gifts, but he was always honest: he could not be with her because his life was on the sea. That’s the chorus of the song:
